This behavior is deliberate and logical, I think.
<p>A library module is compiled only if it is needed, i.e., if it
is instanciated.
<p>On the other hand, a non-library module is compiled always.
<br>If it is not instanciated anywhere, it is a top-level module.
<p>That behavior is an inherent difference, in my opinion.
