Clarify whether a is the same as a[0:0] when a is a scalar?

Fix
In section 4.2.1, CHANGE the last sentence of the first
paragraph FROM

"The bit-select or part-select of a variable declared as
real or realtime shall be considered illegal."

TO

"A bit-select or part-select of a scalar, or of a variable
declared as real or realtime, shall be illegal."

(The words "real" and "realtime" should be in keyword font.)

"Bit-selects extract a particular bit from
a vector net, vector reg, integer variable,
or time variable."

ADD

"A bit-select or part-select of a scalar shall
be illegal."

I agree about adding the sentence, but I would prefer to add it at the END of
the paragraph, after a similar sentence saying that bit-/part-selects of real
variables are illegal.

If this proposal is accepted, then a change will be required in the fix
for issue 11, which twice assumes that the scalar "ba" can be referred
to by "ba[0]".
